Troubleshooting A/C 700 1992

I'm currently in the process of trying to figure out why my A/C quit working. I posted on here probably a month ago and got some very good feedback but its been so ridiculously cold that I haven't wanted to work on anything, least of all the A/C. Now we're getting a break in the Canadian winter air and it will probably get very warm very quickly.

Here's what I've tried so far:
1. Jumper the connection at the pressure switch on the receiver/drier.
2. Resolder the relay on the Control Unit.

If I understand right, the Control Unit sends the signal to the r/d which sends the signal to the compressor. I haven't checked the compressor yet at all but it seems like a moot point. The compressor isn't getting any signal to come on so I really don't know how to check it or why I should bother.

Should there be a voltage difference across the connections at the pressure switch on the r/d if the control unit is working?
What should I check next?
