1990 740 turbo Jetronic fuel control unit

does anyone know what input the fuel control unit is looking for before it turns on output for fuel relay.
inside the fuel relay it has 2 coils one turns on when the key switch is turned on,this one goes to the radio supression relay then to the fuel injectors the other coil only comes on when the engine is turning over or the engine is running this one controls both fuel pumps.

I'm trying to find out what input the fuel control unit is looking for before it turns on the second coil?
