stuck distributor 200 1978

my timing is about 5° off. i'm supposed to be at 12° BTDC, and i'm around 15-17°. so i loosened the nut holding the distributor, and i attempted to pivot it... but it wouldn't budge. so i looked for some sort of clamp... didnt see anything. i took the nut out of its hole, and tried to pivot the distributor, and it still wont budge. i got some WD-40 and sprayed a tiny bit on the nut and connecting plate. i didnt want to spray too much because of wd-40 being easily flammable and the distributor being very close to the engine. i bought some rust penetrant tonight and im going to saturate it with that tomorrow morning. i was just checking the brickboard to see if anyone had any other ideas. is there something i'm forgetting to do?
