i think that's normal if the bulbs are two different brands or very different ages. it has to do with how the sensor for the burnt out bulb works. if there is a difference between how much current they draw, the warning light comes on. it makes sense in theory, but i think its too sensistive. you wouldn't want to have a one light being much brighter than the other, but as it is, you really do have to replace the taillights in pairs. if you try that and it still stays on, im not sure what else to tell you.
