Is that plastic ring under the rear bumper essential? 900 1993

After getting rearended a few months ago, the body shop did a great job replacing the rear bumper, straightening the frame, etc.

But - I just looked under the car the other day and noticed that they did not replace the plastic ring (I think it has something to do with towing?) under the rear bumper on the left hand side.

Does anyone know how essential this thing is, what it is, and where I can get a replacement? I seem to remember the original one being broken in the impact - so I guess it's not a very strong item. Can I get rust from water getting into the holes it was previously bolted into?
