If smoke is comming out of tail pipe replace regulator.
If it is comming out of the oil cap and dip stick you have positive pressure in the oil chamber.
1) Do a leak down test (top dead center, if air is leaking out of oil dip stick it could be worn rings.

or

2)compressed air could be leaking between positive side of turbo into the oil lubrication chamber (the rebuilt may be no good)
