Wierd 740 Turbo problems (Turbo cuts out/squeeks at low boost?) 700

Hello,

I am the proud new owner of an '88 740 Turbo. The engine seems as though it has been neglected in the past few years (The owner produced many receipts from the guy who had it before him though), but for $500 what do you expect. The body is straight, interior is ratty, but I have an interior to put in it from my dead 16 valve. I have a receipt for a new turbo approximately 40K ago, and the turbo looks sort've new. The crankcase seems to have the infamous "pressure problem" where the dipstick pops out. Probably due to a clogged oil seperator, which is due to poor maintainance. Anyway I drove it today and found something odd. The car pulls hard in the lower RPM range, but once the turbo comes on (Gauge is about an 1/8 into the yellow) I get a weird kind of squeeking noise, and the car dramatically loses power. Basically if you drive it with a light foot you're OK, but once you hit the turbo that's what happens. Now here's the other weird part-as I'm coming back down the road towards my driveway the car stalls. No big deal I think as I coast into my driveway. I stop the car and attempt to start it again. I can hear the starter motor working, but something isn't right. I take the screw out of the top of the front cover and pull it back-timing belt is nice and taught. Then I have my brother crank the engine over while I watch. Sure enough crank pulley and accessories move, but the cam wheel does not. But the timing belt is still taught? What happened here?
