Delayed up shift in transmission after service 700 1990

When I bought my 745 half year ago I had it fully serviced with flushed tranny, new gasket and new filter. When I got the car back from service I noticed that the car had a delayed upshift between 1st to 2nd gear. It only happens when I drive flat or slightly downhill. Driving with a small incline everything is fine.

I didn't see this before the service but there could be many reasons cleaned away...
The car has close to 200' miles... A tight budget doesn't make the story any better!

Could the bands be worn out (leaking preasure)? If the torqeu was bad I would suspect worse shifting going uphill?
