240 fuel/electrical problems 200 1983

Fuel pump won't run on first attempt to crank car. After trying to crank and leaving the key in the on position the pump switches on and off at about 2 second intervals. When I try to crank the car a second time the fuel pump runs, but car does not start. Spark plugs are wet with gas.

The car was run in limp-home mode for a week until I got a new AMM. After I replaced the AMM, the car would not start. Checked the plugs, and they were coated in filth, and after wiping them off, car ran fine. I replaced them anyway and the car ran fine for about two weeks but with terrible gas mileage.

The wiring harness was just repaired and all wires are fine.
