940 B230F running problem 900 1993

Alright folks, I've been trying to diagnose a problem for months.
The transition between throttle off and throttle on is not smooth.
In other words it kicks a little bit. And here's the deal, you can't
keep the car at anywhere from 800-1500 rpm. So, at idle (750), if you
give it gas, it immediately jumps to 1500 and, conversely, if you are at
1500 and you want to drop the rpm a little, YOU CAN'T, when you let off
the gas it drops all the way to idle. The problem with this is in traffic
when in first gear its either gas on or gas off AND when the torque converter
is locked up you feel this rough transition between gas on and off also.

What can possibly be causing this????? I've tried adjusting the TPS and
think that I'm doing it right, but maybe not.....any suggestions?
