External Head Gasket Leak .... what does it effect, why is it so expensive to fix and other questions - any information much appreciated! 700 1990

Hi everyone,
Well according to the information I recieved back from my last post the volvo that I bought is more than likely to have some transmission problems in the very near future so I am looking for a future replacement.

The car is a 1990 740 GLE it has been in one family since new and they have ALL the records (the neice bought it from her aunt and is now selling). It seems to be very meticulously maintained but it has an external head gasket leak that the seller told me she got quoted $1200 to fix. She doesn't NEED to sell the car so she isn't going to fix it before she does, it is up to the buyer to do so.

I have a couple of questions like why is she getting such a high quote to get it replaced when all of the kits or head gasket parts I have seen (albeit in my EXTREMELY limited experience of pricing volvo parts)are under a couple hundred dollars? Second question, and this is the important one, what else do I need to look for to have potential problems if the car has a head gasket leak? I was told by a friend that it would probably have warped heads that would need to be replaced and that gets costly etc etc. Before the seller realized it was a head gasket leak her mechanic misdiagnosed and went ahead and replaced the radiator and water pump so those are brand new but as I said above what else should I look carefully for, or would have a likelihood of having problems in the near future with a current problem like this?

She has also mentioned that the power steering rack will need to be replaced soon but that it is not an immediate concern. Is she correct in that presumption or will putting that off run down other parts or put more strain and wear and tear on them that is going to cost me more maintenance bills in the future.
