Water pump pulley is wearing groove into timing cover

There is no wobble on the water pump pulley but it is (has) wearing a grove strainght through the timing belt cover. When I replace the water pump recently I noticed that there was a grove straight through the timing cover and assumed that it was do to excessive pulley wobble/worn water pump bearings. However, it has nothing to do with the pulley or water pump and is something in the way the timing cover is mounted. Has anyone run across this? Do I just need to replace the timing cover and how much do they run used?
