740 Turbo: electric radiator fan, when does it come on? 700 1986

Have fluid coupling fan plus in front of radiator an electric fan. I have never seen this come on, even when driving in heavy traffic with air con on, outside temp over 30c, temp gauge never goes above half.
1) Is there a way of testing that the electric fan works
2) what turns this on
Note other cars I have had with similar setup, fan would would come on in these conditions.
