88 745T:no current to heater fan 700

I have no current to the heater fan. And to compound the issue, I am in the middle of doing some garage renovations and cannot find my Haynes manual.

I verified that the fuse is good. I pulled out the resister pack and it is not broken, although I will admit that I did not ohm it out.

I pulled the socket out from the fan switch and cannot locate any positive current on any terminal. To eliminate the chance that my test light did not have a good ground, I made up a long test wire and hooked the ground to the battery. With the ignition on I get no positive at the switch, and I think I should.

Any ideas?
