2 EGR temp sensors, only 1 is used? 200 1991

I have a code 413 in port 6 (check engine light on): EGR temperature sensor/or wiring to:
Down where the sensor is mounted I found another indentical sensor on the other side of the EGR valve, but only one place to plug it in to. The dealer quoted me $180 and 1 week waiting. What is the other sensor for? Can I swap the two and see which one works? Can I just plug the other one in instead? Maybe it is a diagnostic sensor. At $180, I can't see why they would put an extra in. How often is it just a bad connection? Not that bad contacts would ever occur in a Volvo!
The dealer tells me he sells very few of these sensors, they just don't go bad very often, that it is a very robust, low-tech part, and this is a big store on a major interstate (I95 - Boston). This man has been my parts guy for 26 years, I tend to believe him. Has anyone else had to replace a EGR temperature sensor and have it cure the/a problem? (check engine light on, error 413)
