no juice to fuel pump 200 1984

when car is cranked there is no juice to either fuel pump. Relays and fuses are good. Juice to both pumps when relay jumped. so you would think car should start when cranked. No no. Plenty of spark and car will run when primed w/ starter fluid. any help appreciated. Rich Ambrum. Vero Beach Florida
