Temp Sensor Diagnosis 200 1986

Hi all,
I have a temp guage showing very high, this was not always the case. Guage shows about 2/3 up typically moving nearly to red line and 1/2 up at minimum. I have replaced thermostat(87degC)/flushed coolant/cleaned gunk out of fins recently with no effect. I do not think it is getting that hot, I can take the overflow cap off (when guage shows near red), no pressure released.
Can I diagnose this or should I replace the sensor?
I read there is a voltage regulator for the guage which could be a problem, where is it? I also have fuel guage hit the red with 20 litres still in the tank?
