Ribbon speedo 120-130 1968

I've always assumed that the point on the very end of the red bar on the ribbon speedo indicated the speed, but a friend suggested it was at the beginning of the slope to the point, if you see what I mean. It doesn't really matter much to me, what with different ratio tyres making the reading unreliable anyway, but does anyone know which is correct?
