fuel volume test 200 1979

Hi, I've come across a free 1979 242GT (B21 - CIS). All I had to do was drag it home. It was running smooth 8 Months ago and then the clutch wore out. Now I can't get the damn thing to run. Its got lots of spark, the injectors are firing, cold start and aux-air valve are both working. It cranks but doesn't fire. Every once and a while it backfires. I put some injector cleaner in the tank, I don't know if it helped.
Maybe it could be low fuel pressure? Bad CPR? I'm don't know and I don't have access to a fuel pressure gauge.
An old Clymer manual for late 70's VW rabbits (they use almost the exact same injection system) said that if you unscrew the return line and jump the fuel pump relay for 30 seconds you should have 900cc of gas coming out the return line. I did this and had 1000cc in 22 seconds.
I'm wondering if this is good or if Volvo's need more/less? The haynes manual has nothing about a volume test.
