240 starter won't 200

Our 245 won't start (1982 CIS, Auto...beige...): Instrument lights, fuel pump noise; but no starter. Headlights, battery seem ok. Tried jumping the battery, still nothing, not even solonoid-noise. Bumped the shifter neutral through park while holding the key over for nil effect. Jumping the outboard spade terminal engages the starter!
Question is also: why are there two spade terminals on the starter and what's their purpose? Inboard has (1) Blue/yellow and (1) Brown (brown recently replaced during ongoing harness repair), Outboard has (2) Blue/yellow.
