Best gas mileage possible 900 1992

I was just wondering what would be the best manner in whic to drive a turbo in order the get the best gase mileage possible? Should you keep the boost gauge in the middle or in the black. I drive very conseverativly and all I manage to get outta of a tank is 265 miles in the city and that on 14 gallons. Is that normal, should I be happy with that or can I do better? Awaiting your advice fellow bricksters.
