Emergency Brake Squeel 200 1986

Bricksters,
I had LH rear emergency brake squeeling every time I took of after it was on for a while, seemed to release after 100 metres then was OK. I stripped it down and could not see anything wrong, plenty of meat, seemed correctly installed, no oil or grease. I cleaned as much dust off as possible and re-assembled. Went quiet, for 3 days, now back squeeling worse than before, now squeels almost all the time, particularly when accelerating.
I noticed the shoes sit against the dust cover, is this normal, any ideas?
