Steering rack boot leak 700

I recently replaced (3 months ago) a steering rack boot on the pass side.

I've noticed a power steering leak that I finally was able to track to the motor side of this boot.

I used a universal replacement that I sealed with plastic wire tie.

There is fluid building up in the boot! The other side (original) does not appear to have any fluid in it. I'm thinking there is a problem that is not the fault of the boot.

I checked FAQ and did not see anything about a seal on the end of the steering rack. Is there?
