Refilling A/C 900 1993

Sorry for the additional post - forgot to ask:

My A/C compressor will not run (but will if I short out the low pressure switch on the receiver drier - as I did this as a check for a couple of minutes only, and it all works and I get frost/ice forming on the pipes and the air is damn cold inside the car).

Car is nearly 10 years old now, so I guess it is time to regas it. A garage told me that I will need to replace the receiver/drier as part of a routine service and regas - is this true guys, or are they taking me for a ride and will a simple regas make the system come back to life?
