My neighbor's 240 won't start, and I'm beginning to look stupid 200 1982

My friend down the street has an 82 245 that has been having trouble starting, and now won't at all. He said it had troubles mostly in wet conditions, so I figured it had something to do with the electrical system. Well, I just helped him install new plugs and wires, coil wire, and distributor cap and rotor with no success. I now have egg on my face. The car turns over just fine, but won't catch. I held the coil wire close to the coil to see if there was a spark, but didn't see one, and didn't have a voltmeter on me to do a more thorough check. The only other thing I could think of is a bad fuel pump/filter. The car has under 1/4 tank of gas in it now. Any comments/suggestions?
