new rotors, now wheel doesn't turn? 200 1989

Hello all fellow boarders,
I just put on a brand new set of rotors because the drivers side front rotor was causing a out-of-round vibration when you were coming to a stop. After I installed the new rotor and put everything back together with the old pads and such, the wheel seems to have a really difficult time turning. It doesn't spin as freely as it should. What's the problem? Is it just because it has old pads that have worn against an out-of-round rotor?
