Oil or Somethingin the Recovery Tank 700 1988

My son made a 6 hour drive home from college today and being the dutiful volvo owner I checked his oil soon after he arrived. The dipstick registered 2 quarts low (the oil had been changed within the last 3500 miles by me) and I was immediately curious. I looked underneath the car and saw no leaks at which time I checked the coolant recovery tank and noticed that the coolant was a milky substance. The previous owner had a problem with tranny fluid leaking into the radiator and ultimately had to replace the trany and the radiator. My sense is that this problem is likely due to the oil leaking into the radiator. Is this likely a head gasket problem? If so will it likely be a big deal to get it fixed? Thanks for any advice.
