High HC 200 1984

My 84 245Ti just passed its first CA emissions test after its long drive from VA. It was tested without a prior tune up so I feel fortunate... but the idle HC was marginal and close to the cut off limit. HC at 2500 rpm was fine. In this part of CA, the smog test is not done under load and also there is no NOX test.

Where should I start the process of trying to get the HC number lower, for next time? O2 sensor is at least 6 years/60,000 miles since new and may be getting lazy by now. Good place to start?
