I followed much of your advice. This is the first time I removed the timing belt cover on this car. The job wasn't too hard. I purchased a new tensioner from the dealer, $91.00 and a belt, $11.00. My car has the reluctor for the crank shaft position sensor on the fly wheel. I wasn't comfortable jamming the gear teeth over that then sheet metal part with a screw driver. I used an air impact wrench with restricted air pressure. The crankshaft bolt came right out. The harmonic balancer was different than the American cars I've worked on before, there aren't any bolt holes for the puller. I squirted it down good with WD-40 and let it soak, but still wouldn't move. I called the foreman at the San Antonio Volvo Center and he said he uses a large screw driver as a lever and gently prys the pulley off the shaft. That is ten year old polymer so I was very gentle, but it worked. If I go there again I'll configure a wooden block that I can come off the engine block with to stand off from the timing belt housing. I'll be able to change the belt the next time in much less time, but a great sense of accomplishment that the car is running good again. This has all been all learning curve to this point. I thank each of you for your suggestions and encouragement. I probably wouldn't have attempted this job with out your help. To my surprise, the parts man, Barry and the Shop Forman at the Volvo Center were also very helpful.
