brake lights update 200 1990

Thanks for the replies about location of brake light switch. Just came back from running around and while I was driving the brake lights were working. I could tell by the reflections from the cars behind and the windows of stores. But they stopped working again. So now I,m thinking that maybe something is loose like ground wires etc. Check the grounds by the rear lights and everything is ok as far as i could see. Maybe it is my brake light sensor. How do i get the panel off from up under the steering wheel? I did not see the little plastic button like things. Thanks.
