[solved], broken steering assembly question? [have pictures] 200

a couple bottles of degreaser later (and several more to go), i found this disconnected/broken bit of my steering assembly. it feels like it should thread in, however i wonder if it's just a pop in/out connection. what does it do, how do i fix it, & how much damage might all that grime down there have done already ?

got back from my mechanics, seems it's just a vent tube that runs between the two sides allowing the pressure from the expanding/contracting belows to be released when you turn your wheels.
