Rusty steel rims - can they be saved?

By now my new 745 is straightened out but for one thing.

The steel rims are blemished by some rust. I have these 8" hubcaps, which means that quite a lot of the rim is visible. The damage is not so bad that I should have the wheels sandblasted and repainted or powdercoated, but it still doesn't look as good as I would like. On the other hand there is too much rust for just a few dabs of touch-up paint.

A DIY paint job with the wheels in place usually looks worse than the damage it tries to cover.

I was thinking about using rust converter which should turn the rust from brown to black, and then possibly rub some silver color onto that black. Will rust converter damage the surrounding paint?

Any ideas?
