Brake Failure warning light 200 1987

Good morning,

I am getting the brake warning light on my newly acquired 1987 240 DL wagon. The automatic brake tester at the inspection lane showed that the front brakes were both equally strong (90%) but that the rear brakes were both equally weak (10%). Upon inspection, I found that the rear pads were nearly down to the metal so I replaced them. I bled the driver side rear caliper and found no air. (and no air was allowed to enter the system.) The reservoir stays full. Did I allow the differential pressure shuttle to peg on one side and stick when I bled the brake? I have done similar bleeding in the past and did not get the brake failure lamp. Do I have to let the pedal go to the floor to reset the shuttle? Help
