Intermittent fuel pump... 200 1984

Hello,

I'm trying to trouble shoot a fuel pump prob. The pump comes on intermittently, usually after the car has been cranked and just for a sec. It should come on when the key is in the last position before cranking not after. I can hear the fuel pump relays switching (they are new) and have tried switching the ECU and AMM with an '83 donor. Can anyone shed some light? The main fuel pump fuse is clean and good, as well as the panel fuse. Does the fuel pump power run through the top harness on the back firewall? I rewired that area a year ago. I'm at a loss,
