Water in the trunk. Where is it coming from? 200 1980

The spare tire well and the like depression on the right side of the trunk have holes at the low point. There are grommets in each but these are open to the outside. Is this by design? If it is, what was Volvo thinking? Is there any reason why I shouldn't close the holes? I found water in the right side last night. It had been raining and the car was parked outside but it seems to me that the water could only have come in through the hole while driving on wet pavement. But the rear splash guards are in place. So I am mystified. Is there some place where water can get inside the car and find it's way to the wells?
