Brake shudder when stopping 200

I have had a problem with my wifes '93 240 - when she puts on the brakes the car would start "shuddering" real bad. I replaced the rotors, pads, and shims with new ATE parts, it is better but it still does it. I had the front end checked and a new alinement. We could find nothing wrong with the front end. Any one have a suggestion on where I can look now?
