Front seal question - somewhat urgent 700 1991

I'm in the middle of changing the timing belt and three front seals. I decided to remove the timing belt cover (or whatever it's called) that piece that holds the intermediate shaft and crank seals. My question is, after you pop the old seals out, do you install the new seals in that piece while it's off the car, or reinstall it and then install the seals. My gut says the latter, but I've never done this job this way. BTW, I used the rope trick and it worked like a charm. Thanks for your help,
