AC question 900

On a 92-960 is there a sensor in the AC system that turns the compressor on and off depending on the outside temp. even though the controls are set for the AC to run? I know that in some GM products the AC will not work if the outside temp is below certain temp no matter what the controls are set to (except for defrost). My AC is cycling on and off despite the fact that the fan is turned to lo., AC switch is activated, and the temp. is on coldest. The outside temp. is about 12 deg. Cel. Last summer when this happened may wallet got spanked.
