Brain teaser 700

Check for vacuum leaks. Clean or replace the idle air control valve. Clean out the idle air bypass hoses.
Inspect the throttle body to see if it is still clean. Clean the throttle body again and adjust it and adjust the throttle switch.

Try that and ignore the tach for now. It may just throw you onto the wrong track. I had that happen once in a 940 with an almost dead battery.
