cleaning fuse box, any advice 200 1979

I'm in the middle of tracing some strange electrical problems, so I quess I'll go ahead and clean fuse box. Any advice on keeping wires organized when removing them? also best way to clean ad remove tarnish.

Problems I am having:
rear windows only work when power is off, front windows work correctly when power is on.

Also, now car will not start, I can't hear the fuel pump or the intank pump. I've tried swapping fuel injector realys, and checking 5/7/13 fuses. I can hear the fuel pump after I have stopped cranking the car, when ignition is still on. I can not hear the fuel pump when I have my ear next to it and have a someone try starting the engine.
