removing plastic collar that hold fuel sending unit and in tank prepump 700

Hi, I am trying to remove the intank pump to check it out and check out the main feed line. The only problem is that I can't get the large platic collar that holds the whole unit to budge. I have removed all the hoses and lubed the hell out of it, and I scraped all the rust away from the point of contact between the plastic and the metal, but it still won't budge. Is there a trick to getting these off? thanks alot
