Herbst or Irwin: Tool Question

Time for new front seals in two cars, maybe three. I bought the new Volvo 5525 cam/intermediate seal installer tool, the plastic one, since I am using OEM fluoro seals and the tool is recommended. Instructions say to insert the seal "on the flange", the circular ring projection from the tool surface. Only the seal won't go up on the flange: real pain. Am I missing something here? Or does the tool merely use the ring projection to push the seal at that point to insert it into the housing? Advice wanted.
