can only hear fuel pump after cranking 200 1979

My 79 245 won't start, I've tested the injection realy and the 5,7 13 fuses. All seem fine. I have listened for the fuel pump and the in-tank pump while somone cranks over the engine, and can only hear them working after the cranking has stopped and ingition is still on the 2 position. any thoughts? Maybe unrelated, buy my rear windows have started acting strange, they only work when power is off, while front windows work correctly, when power is on.

any help would be appreciated.
