washer fluid low lamp does not light 700

is this an optional sensor of some sort? i removed my instrument cluster today to get behind it and check some lamps.

first, i was shocked to find that my SRS bulb wasn't there. instead of getting my airbag fixed, someone just disconnected it. i'll have to look into getting it fixed.

second, i noticed that a few of them were brown fixtures, and did not have a bulb in it at all. it looked like a dummy one. i did some swapping around, and saw my washer fluid low lamp light. i replaced it with a working bulb, and it comes on when i start the car, but i emptied out the entire reservoir and it didn't light up.

does anyone know why this is?
