fuel pump noise 200 1980

I have a continuous(about every 2 sec.) groaning noise that can be felt/heard in the car while driving or at idle.Inside the car,it seems to emanate from the instrument cluster area(fuel filter?)and outside the car,the noise seems to come from the main fuel pump.Parts replaced so far:all new injectors,control pressure regulator,entire in-tank assy.(including new pump),main fuel pump,accumulator,connnecting hose,non-return valve.I have noticed that the car seems to start a little harder on an incline with the engine elevated.I have read a post about a fuel pressure dampener to be installed between the tank and main pump to alleviate fuel pump noise.This was in reference to an 83 240-mine is 1980(CIS injection)does this still apply?Thanks in advance
