No brake lights + fuse 9 keeps popping 88 740 gle

Hi,
I am stumped and dont know where to look to solve this. Yesterday my brake lights (fuse 4-good)and my windows,turn signals...(fuse 9-bad) suddenly went out on me. If I replace fuse 9 the windows and turn signals work until I start the car and it blows immediately. I replaced the ignition switch(I needed to anyway), checked the bulb failure relay (seems functional) If I unhook a headlight the dash bulb failure light goes on. Changed the brake switch at the pedal but still no lights, not even the bulb failure light when I press the brakes (all bulbs good and connected). Help what should I look at to try and solve this problem.
