Intermittent Power Windows 200 1990

The power windows in my 1990 240 DL have been giving me some grief. The only seem to work intermittently.

When they don't work, none of the switches work, either on the driver's cluster or any of the other door switches.

When it does work, it seems that only the driver's cluster works. I know that the back window switches don't work (I've tried the override switch in both positions), but can't remember if the front passenger switch works.

I'm new to Volvos and am wondering if this would seem to be a relay problem, or an issue with my cluster switch.

I notice coming into the cluster switch are two groups of wires. One group contains a number of wires, while the other group contains only a red and black wire. If I wanted to check for power from the relay, would I check at this red and black wire? I'm assuming the other wires head over to the other power window switches.
