Can't get AC compressor to shut off without shutting off engine. 200 1991

I've checked the AC relay and resoldered the big joints on it, even when turning the temp selector to warm with the AC on the compressor will not shut off until killing the engine. I'm still on R12 but it cools to 47 degress at the vent and the charge tester indicates full capacity. I'm not sure if it's related but the condenser fan never comes on either. Could it be at the electric connector on the receiver dryer? I think it's call a presostat? Thanks in advance for any tips or leads.
