Light surge in idle -- idle adjustment screw ineffective

Ah ha. I thought about it for a while then went back and sure enough the test port was not getting a good ground to disable the IAC. I can adjust the idle now, but it still has the surge in idle. The cycle is very consistent and I am trying to figure out why it seems to be hunting.
