It could still be your pre-pump, I think there is a memo from volvo going out to mechanics that the early pre-pumps have a habit of failing, and to use the more modern pre-pump (I think 83 on used a better pre-pump). I'm not an expert at this, I just heard this from a mechanic when I had my pre-pump replaced on my 83 Turbo. If your car runs fine except when under half a tank, that really points to the pre-pump.
